When Shelby took office, he replaced USM's EEOC Director with a woman who has been nothing but compliant, ignoring everything that is going on in filling these high level positions without national searches.  This is one place the Feds will come in.  There aren't near as many minorities in high level USM administrator positions as there have been under past presidents (don't forget that Shelby just fired an African-American basketball coach that he was underpaying and undersupporting, only to bring in an upper class white guy).
