If the Dome-gnome insists he is merely enforcing a legitimate policy for telephone and e-mail usage, then we should assist him to this end. In fact, we should offer so much help as to make enforcement impossible.
There is not one among us that hasn't used a phone for personal reasons. Therefore, we should be willing to confess our sins. And, when the recommendation to the IHL Board is for termination, we should ALL sign a confession that we are guilty of the same grievous transgressions.
Should we get the 93% that voted non-confidence to sign a group confession, what options would the gnome have at that point. He insists he is not applying the policy discriminately; therefore, he must either fire the vast majority of us or abandon the policy.
I agree. We should have a faculty and staff convocation for just this purpose. I'll be the first to sign. They will have to either close the university or give up on this stupid policy. Who do we need to call for such a convocation?

Hey, I still have emails personally mailed to me by DGT that were obviously jokes and were of no professional manner/business whatsoever. I knew printing and hanging onto them would come in handy some day.
