Interesting topic on the IHL Website regarding upcoming Board Meeting Announcements. Have there been abuses that will be discussed or is this just coincidence?
"Personnel/Foreign Travel. The agenda will include a discussion of personnel matters, foreign travel requests at the universities, and other business.
An Executive Session may be held in accordance with the Open Meetings Act."

I didn't take it that exec session will be about these issues -- but the Board is simply announcing possibility in connection with anything on or off table.
Is the proximity the announcement of possibile exec session to this list of agenda items where you draw your deduction or are you hearing something else?

I think you're right. The possibility of an executive session is always there if personnel matters are on the agenda.
Is it normal for the board to consider personnel matters & foreign travel as a common agenda item? I don't think foreign travel is something that would merit executive session.
Of course, there is the possibility (however remote) that they will go into executive session & decide to banish Thames & his henchcrew to Siberia. Or maybe they're just going to have the entire faculty of USM deported. Who knows?

I agree that the proximity of the Executive Session disclaimer could be related to anything. I have not heard anything specifically related to travel abuses being discussed at the IHL meeting prior to looking at the agenda. What I have heard, however, from many sources other than this website where there have been postings in the past couple weeks, is that there are serious international travel abuses that will surface from USM. I went looking on the IHL site this morning to find something in the by-laws that will squelch the rumor that Shelby is going to get 4 more years at this meeting - don't believe there is a mechanism to do that. Meanwhile, this caught my eye and I think the pairing of "personnel matters" with "international travel" may mean something.
